DESC: The Office of Planning, Research and Evaluation, Administration
  for Children and Families, through the Program Support Center,
  Division of Acquisition Management, Department of Health and
  Human Services, is seeking qualified sources to evaluate programs
  designed to enhance employment outcomes for current or former
  Temporary Assistance to Needy Families (TANF) recipients and
  other low-income parents who have demonstrated difficulty entering
  and sustaining employment. The Contractor will determine what
  types of program interventions are most effective in helping
  those who may need more or different assistance than most current
  programs provide.  Work under this contract will identify
  and/or develop and evaluate such programs designed to enhance
  employment and family well-being outcomes for current or former
  TANF recipients or other low income parents who are hard to
  employ. The successful Contractor is to recruit and develop
  sites, help improve or expand models, and design and conduct
  a multi-site evaluation that studies the implementation issues,
  program designs, net impact, and the costs and benefits of
  selected programs. The goals of the multi-site evaluation are
  to increase the Department's knowledge about strategies designed
  to help hard-to-employ parents find and keep unsubsidized employment
  and to generate knowledge about the effects of such programs
  on family functioning and child well being.  The proposed
  procurement is full and open. It is anticipated that a Cost
  Plus Fixed-Fee Contract will be award for a period of eight
  and a half (8.5) years. Solicitation 233-01-0012 will be available
  on or about May 18, 2001, with a tentative closing date of
  July 9, 2001. The North American Industrial Classification
  System (NAICS) number is 541611, and the business size standard
  is 5 million. All requests for the solicitation package must
