Scientific Priorities

Every three years, the National Cancer Institute (NCI) seeks advice from scientific, professional, and lay experts in the cancer field to help identify cancer research areas of priority. These scientific priorities--referred to as "Extraordinary Opportunities"--are communicated to the Administration, Congress, the cancer research community, and the public in NCI's Plan and Budget Proposal: The Nation's Investment in Cancer Research. Also known as the Bypass Budget, this document describes NCI's role in cancer research programs and building capacity for the future.

To be designated an "Extraordinary Opportunity" the research focus must meet the following NCI criteria:
  • Respond to recent developments in knowledge and technology
  • Offer approaches to cancer research beyond the size, scope, and funding of our current research activities
  • Be implemented with specific, defined investments
  • Be described in terms of achievable milestones
  • Promise advances for making progress against all cancers
