Description
 
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP).

WIRELESS TORQUE MEASUREMENT SYSTEM SHALL CONSIST OF A GAGE-INSTRUMENTED SHAFT, A TRANSMITTER COLLAR, AND A TELEMETRY/TORQUE RECEIVER.

ITEM 1: SPLIT COLLAR ASSEMBLY - TRANSMITTER COLLAR MUST FIT INSIDE THE FOLLOW ENVELOPE: (1 EACH)

PARALLEL TO THE SHAFT: 11.75", PERPENDICULAR TO THE SHAFT: 14.5625", DEPTH: 14.875", SHAFT DIAMETER - 3.375", SHAFT INNER DIAMETER: .875", SHAFT MATERIAL: 17-4 PH STAINLESS STEEL TRANSMITTER COLLAR SHALL BE POWERED BY A PERMANENT EXTERNAL POWER SUPPLY (A BATTERY-POWERED TRANSMITTER COLLAR IS NOT ACCEPTABLE) ALSO PROVIDES EXCITATION TO STRAIN GAGES.

ITEM 2: TORQUE/TELEMETRY RECEIVER (1 EACH)

MUST HAVE A HIGH-LEVEL ANALOG OUTPUT OF +/-5 VDC, +/10 VDC, OR 4-20 MA DC. ANALOG OUTPUT RANGE (SPAN/ZERO OR SLOPE/OFFSET) ON RECEIVER MUST BE FIELD-ADJUSTMENT. OTHER RECEIVER REQUIREMENTS ARE: DIGITAL BIT RESOLUTION: 12 BIT MINIMUM; ZERO DRIFT: 0.1% FULL SCALE OR BETTER; MAXIMUM ERROR: 0.2% FULL SCALE OR BETTER.

ITEM 3: GAGE-INSTRUMENTED SHAFT (1 EACH)

GAGE AND CALIBRATION GOVERNMENT SUPPLIED SHAFT. VENDOR WILL SUPPLY NIST TRACEABLE CALIBRATION SHEET. GAGES AND TRANSMITTER COLLAR WILL BE INSTALLED/MAUFACTURED TO WITHSTAND AN "ONLY MIST" ENVIRONMENT WITH THE FOLLOWING CONDITIONS: MAXIMUM SPEED: 6000 RPM; OPERATING TEMPERATURE RANGE: 40F TO 160F; MAXIMUM TORQUE: 100 FOOT POUNDS; MUST BE ABLE TO WITHSTAND A TWO TIMES OVER-RANGE (200 FOOT POUNDS).

The provisions and clauses in the RFQ are those in effect through FAC 10-07.

This procurement is a total small business set-aside.

The NAICS Code and the small business size standard for this procurement are 335312 and 500, respectively. The quoter shall state in their quotation their size status for this procurement.

All qualified responsible business sources may submit a quotation which shall be considered by the agency.

Delivery to MSFC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9.

Quotations for the items(s) described above are due by September 23, 2002 at 3:30 p.m. local time and may be mailed or faxed to PS52-J/Eunice Adams, Procurement Office, MSFC, AL 35812, (256) 544-6062 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation.

If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.

FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225.3 and 52.232.34.

Questions regarding this acquisition must be submitted in writing no later than 2:00 p.m. September 19, 2002.

Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement.

Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet.
