Description
 
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) for Overhaul of NASA Glenn CJ610 Learjet Engines per manufacturer's specification, Hot Section Inspection of NASA Glenn CJ610 Learjet engines per manufacturer's spec., and a fully burdened hourly labor rate for any unscheduled tasks that are needed based on the aforementioned overhaul and hot section inspection.

The provisions and clauses in the RFQ are those in effect through FAC 01-03.

The NAICS Code and the small business size standard for this procurement are 335412, 1000 employees respectively. The offeror shall state in their offer their size status for this procurement.

All responsible sources may submit an offer which shall be considered by the agency.

Completion of the effort shall be not later than June 13, 2003.

The DPAS rating for this procurement is DOC9

Offers for the items(s) described above are due by May 8, 2003, at 4:30 pm Eastern Standard Time and must include, solicitation number, FOB point, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/Proc/home.tme

Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.

FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: See attached model contract.

FAR 52.212-5 (Apr 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: See attached Model Contract.

All contractual and technical questions must be in writing (via email not later than May 3, 2003. Telephone questions will not be accepted. If any potential offeror is requesting a copy of NASA Glenn Research Center Learjet Log Books, the request must be made by Friday, May 3, at 4:30 pm EST, via email to the Contracting Officer, at Kurt.A.Straub@nasa.gov.

The following submissions are required for any offer submitted pursuant to this solicitation: 1. Signed cover page for contract NAS3-03099 (attached) 2. Signed Commercial Representations and Certifications 3. Filled-in terms and conditions for contract NAS3-03099, containing a fixed price for the Overhaul, a fixed price for the Hot Section Inspection, and a fully-burdened hourly labor rate for any unscheduled work that results from the inspection and overhaul. 4. A signed cover page/proposal from the potential offeror, on company letterhead, stating the prices mentioned above, the delivery date, the Contractor's CAGE Code, and stating any exceptions taken to the contract terms and conditions. 5. Copies of required certifications from FAA, and industry standard, certifying that the offeror is a certified repair station for the CJ610 Engines requiring Overhaul and Inspection.

All of the above must be submitted in writing to the NASA Contracting Officer not later than May 8, 2003, at 4:30 pm EST. It is preferred that all documents are emailed to the NASA Contracting Officer as well at Kurt.A.Straub@nasa.gov. Documents may be faxed to (216) 433-2480 as well. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: The Contractor's ability to complete the effort by June 13, 2003, the Contractor's fully-burdened hourly labor rate for unscheduled work, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).

Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.

An ombudsman has been appointed -- See NASA Specific Note "B".
