Description
 
NASA/Langley Research Center (LaRC) plans to issue a Draft Request for Proposal (DRFP) for an Indefinite Delivery Indefinite Quantity (IDIQ)task order contract for Electronics and Fabrication Support. The RFP will also include Metals Fabrication support on an as needed basis for peak workload requirements. The Contractor shall provide technical support to fabricate research-oriented electronics instrumentation and mechanical hardware to including but not limited to circuit assemblies, aircraft flight test hardware, aircraft instrumentation pallet/rack fabrication, and simulator development and modifications for ground support, aircraft, space-flight, laboratory, simulator, and research test facility instrumentation fabrication requirements. Work shall encompass fabrication of new instrumentation/hardware and modification of existing equipment. Most work will be performed at LaRC, primarily in those instances where equipment or other items to be worked on, or with, are located at LaRC, and other sites as designated by task orders. The Contractor shall furnish all personnel, services, materials, equipment, vehicles, and facilities (other than those provided by the Government) necessary and/or incidental to the performance of the Statement of Work. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 334418 and 500 employees, respectively. The anticipated release date of the DRFP is on or about March 8, 2004. The purpose of the DRFP is to solicit industry comments and questions on the subject requirement prior to issuance of the final RFP. The industry input to the draft RFP will be considered in formulating the final RFP. Potential offerors are requested to identify unnecessary or inefficient requirement. The DRFP will be issued pursuant to NASA FAR Supplement 1815.201. The Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of this solicitation or to pay for any information received regarding this solicitation. The anticipated release date of the RFP is on or about April 12, 2004. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2000 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
