NASA/LaRC has a requirement for the continuation of Navigation Database Service for the Honeywell Equipment onboard the Boeing 757 Aircraft and utilization within the Simulation Facility. This customized database is designed specifically for the flight parameters and systems of the Langley aircraft and must be continually upgraded to meet changing mission requirements as defined by flight crews and researchers. NASA LaRC intends to purchase the items from Honeywell International, doing business as Aerospace Electronic Systems in Phoenix, Arizona. Honeywell International is the only known source for this requirement. No other supplies or services will satisfy Agency requirements, as this is a customized database, developed and maintained exclusively by Honeywell, designed specifically for the flight parameters and systems of the Langley 757 aircraft. The Sole Source Authority is FAR 13.106(b)(1).
The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 16, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer that shall be considered by the agency. An Ombudsman has been appointed.
