The NASA Glenn Research Center (GRC) plans to issue a Request for Proposals (RFP) NNC04052948R on or about July 15, 2004, for Technical Information, Administrative, and Logistics Services (TIALS). Proposals are due on or about September 15, 2004.
A draft RFP NNC04052948J for TIALS will be issued on June 28, 2004 with any questions/comments due by July 8, 2004.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
This procurement is a total small business set-aside. See Note 1.
The NAICS Code and Size Standard are 561210 and $30 million, respectively. All responsible sources may submit a proposal which will be considered by the agency.
An ombudsman has been appointed -- See NASA Specific Note "B".
The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GRC Business Opportunities home page is http://procurement.nasa.gov .
The final RFP issue date is scheduled for on or about July 15, 2004 and the due date and time for submission of proposals is 3:30 PM EDST (local) September 15, 2004. The type of contract contemplated by the RFP is a cost-plus-award-fee/award-term contract. The period or term of the contract will be up to ten (10) years with a core period of three (3) years and one (1) two-year Option. The successive five (5) one-year increments may be earned by performance of services at an excellent level of quality.
No preproposal conference (site visit)is planned.
Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
