Description
 
NASA/JSC plans to issue a Request for Proposal (RFP) for the design, development, testing, manufacturing, and evaluation (DDTM&E;) and sustaining engineering (SE) necessary to certify, deliver and maintain Extravehicular Activity (EVA) equipment, Flight Crew Equipment (FCE), Crew Health and Conditioning Systems (CHeCS), Extravehicular Robotics (EVR) equipment, Environmental Control and Life Support (ECLSS) equipment, and Active Thermal Control Systems (ATCS) equipment, including ground support equipment (GSE). These categories will subsequently be referred to as Crew, Robotics and Vehicle Equipment (CRAVE).

This acquisition was previously announced under solicitation number 9-BH13-93-03-16P {Crew, Robotics, and Vehicle Equipment (CRAVE)}. The CRAVE procurement will now be conducted using 2 separate solicitations. Solicitation NNJ04047146R will be reserved for competition among educational institutions, nonprofit institutions and Federally Funded Research and Development Centers and will be known as "B-CRAVE-Restricted". The authority allowing for other than full and open competition is 10 U.S.C. 2304(c)(3) as contemplated by the provisions of FAR 6.302-3 which states that "full and open competition need not be provided when it is necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center." Only proposals from organizations classified as an educational institution, a nonprofit institution or federally funded research and development center that could potentially perform at least 51% of the CRAVE requirements will be accepted in response to NNJ04047146R. Teaming arrangements will be acceptable for the remaining 49% of the CRAVE requirements.

Another solicitation containing the same CRAVE requirements is also being issued for full and open competition. This solicitation shall be known as "A-CRAVE-Unrestricted" and will retain the solicitation number 9-BH13-93-03-16P.

It is estimated that the minimum contract value will be $15,000 and the maximum contract value will not exceed $48M.

The anticipated contract type chosen for this acquisition is Indefinite Delivery Indefinite Quantity (IDIQ) with Cost Plus Fixed Fee (CPFF) and/or Firm Fixed Price (FFP) Delivery Orders.

Multiple IDIQ contract awards may be made.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

The NAICS Code and Size Standard are 541330 and $23M, respectively.

An ombudsman has been appointed -- See NASA Specific Note "B".
