NASA/GSFC has a need for a Computer Numerical Control (CNC) 15 Bench Top Tube Bendor machine with the following requirements:
1. Capable of bending ¼”, 3/8” OD CRES and titanium tubing. Capability to bend ½” OD is desirable.
2. Accuracy: DBB <.005”, DOB <.1 deg, POB <.1 deg
3. Hitch tube feed available.
4. Portability. Weight under 1000 lbs. Lower is better if bending accuracy and durability is not compromised. Self contained except for data connections, electricity (120 VAC a desirable), and shop air.
5. Machine is all electric or pneumatic (no hydraulic fluid) for compatibility with clean room environments.
6. External computer interface and software available. Software must be capable of accepting a variety of tube bend input formats, reverse order bending, machine to tube interference checking.
7. Setup, maintenance, and training available.
Desirables:
1. Long heritage in tube benders.
2. 120 VAC.
3. Demonstration available.
4. Off the shelf repair components.
5. Deliverable NLT August 1, 2004.

Pines Manufacturing, Inc. is the only vendor able to offer a combination of basic machine, accessories, and tooling which was satisfactory with all of the Requirements and Desirables listed.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 27, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
