NASA/GSFC has a requirement for the following software support:
(1) HFSS. (Includes HFSS Desktop, Design Capture, Analysis, and Post-Processing); Maintenance Floating; Maintenance Period: 06/01/04 through 05/31/05. Ansoft Part No. HFSS_MF. Quantity: 2
(2) Ansoft Designer. (Includes System Simulation, Circuit Simulation, Planar 3D Electromagnetic Siumulation, Integrated Schematic and Layout Capability, DXF and GDSII Importing, and Optimetrics); Maintenance Floating; Maintenance period: 08/01/04 through 04/30/05. Ansoft Part No. ANSTD_MF. Quantity: 3
NASA/GSFC intends to purchase the items from Ansoft, as they are the originator of this product, and the software is proprietary. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source.
The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures set forth in FAR Part 13.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 29, 2004. Their ability to provide the software maintenance will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
