NASA/GRC has a requirement for Water Misting & Injection of Commerical Aircraft Engines to Reduce Airport NOx.
NASA/GRC intends to purchase from The Boeing Company under FAR part 6.302-1. Boeing has 1. Unique, past design, manufacturing and operational flight experience with aircraft water handling and injection systems on B-47, B-52 and 747 aircraft 2. Unique data base and history of performance with flight and ground handling equipment for water injected systems. 3. Unique aircraft and engine integration data-base, preliminary and final design teams. 4. Completed and published prior studies on water injection 5. Reduction of emissions are necessary for survival.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 11, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
