NASA GSFC/WFF plans to issue an Invitation for Bids (IFB) for the Airfield Access Control Modifications at NASA's Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337.
The scope of work for this project shall include, but is not limited to: Furnish and install approximately 1,040 linear feet of 6' (feet) tall commercial grade chain link fence, two 3' (feet) wide cantilever slide gates and one 3' (feet) wide pedestrian gate. Also furnish and install approximately 121, 36'' (inch) tall flexible tubular markers. The total price bid shall be the total price for work as shown on the specifications and drawings.
The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor’s plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformance with the drawings and as set forth in the various sections of the specifications.
This procurement is being conducted under NASA MidRange Procurement Procedures.
The order of magnitude for the procurement is between $25,000.00 and $100,000.00. The Requirement shall be completed within 120 calendar days after notice to proceed.
The Standard Industrial Classification Code for the procurement is 238990. The corresponding size standard is $12,000,000.00.
The anticipated release date of the IFB is on or about July 15, 2004, with an anticipated bid closing date of on or about August 17, 2004. The firm date for receipt of bids will be stated in the IFB. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $75.00. Requests are to be forwarded to: NASA/GSFC, Ray A. Stevens, Code 210.W, Wallops Flight Facility, Wallops Island, VA 23337. Payment must be made in the form of a certified check, company check, or money order, made payable to “NASA”, which must accompany the request. No personal checks or cash will be accepted. All qualified responsible sources may submit a bid, which shall be considered by the agency. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. The solicitation for this procurement will be available over the Internet. (Specifications and drawings are available in paper format only. See above ordering instructions.) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) An organized site visit has been scheduled for July 29, 2004 at 1:00 PM.-
(c) Participants will meet at Building N125 - Security and Visitor Control. Transportation will be provided to and from the project site. All participants must bring picture ID and are subject to search. All participants must be US citizens. No foreign nationals or "green card" holders will be admitted without prior approval. Process for approval takes 30 days minimum.
