Description

The National Aeronautics and Space Administration's (NASA) Low Emissions Alternative Power (LEAP) Organization will solicit proposals in the form of a NASA Research Announcement (NRA). The NRA is for innovative and focused research and development in the follow areas: 1) fuel cell technologies addressing either conventional aircraft hydrocarbon fuels or hydrogen, 2) hydrogen storage and feed systems for aircraft, and 3) electric drive propulsion and power management for aircraft. Technologies will be targeted across the range of aircraft types, from unmanned aerial vehicles (UAV) to commercial transports. Aircraft applications for these new technologies require significantly higher specific power, lower weight, longer life, and greater reliability than ground or space based applications. As a result, NASA is seeking “break-through” technologies instead of evolutionary improvement to current state-of-the-art.

The Government does not intend to acquire a commercial item using FAR Part 12.

The NAICS Code and Size Standard are 541710 and 1,500 employees, respectively.

The anticipated release date of the NRA is on or about July 6, 2004 with an anticipated offer due date of on or about October 6, 2004.

Electronically submitted Notices of Intent to propose are requested. Please send the notices directly to Gynelle Steele (contact information listed below).

Notwithstanding the posting of this opportunity at FedBizOpps.gov, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement.

Obtain additional programmatic information from: Gynelle Steele; 21000 Brookpark Rd. MS: 4-8, Cleveland, OH 44135; (216) 433-8258; Gynelle.C.Steele@nasa.gov .

Participation is open to industry, educational institutions, and small businesses. Collaboration with NASA GRC is welcome; cost sharing and in-kind contributions are welcome.

More information will be provided in the NRA solicitation (number NRA-04-GRC-LEAP-01) to be posted on this website.

An ombudsman has been appointed -- See NASA Specific Note "B".
