NASA/HQ is hereby soliciting information for potential sources for NASA's Resident Research Associateship Program. The objective of this program is to provide national and international science, mathematics, and engineering researchers of unusual promise and abilities opportunities for professional experiences that are compatible with the research interests and mission requirements of the sponsoring NASA Centers. The contractor will recruit, screen/process applications, evaluate program outcomes against program goals, manage the selection process, perform periodic Center laboratory assessments, place Associates at Centers, Demonstrate an infrastructure to support payment of stipends, travel, insurance, tax, and relocation, and monitor Associates on tenure. The Contractor will manage the Center Adviser Selection Process, and postdoctoral and senior postdoctoral guest research Associates at NASA Centers for one year, with the potential to renew for a second year. The Contractor will also be responsible for recruiting prospective Associates at professional meetings and conferences, and in some instances, may be required to facilitate technical meetings. The Contractor must be knowledgeable of relevant immigration and naturalization laws, and have the ability to process visas in a timely manner to assist applicants and Associates from the International Research Community. The Contractor should be able to show mechanisms for involving Associates in professional networking, and other career building activities while on tenure and post-tenure. The Contractor must demonstrate the ability to attract and retain women and underrepresented groups to the Resident Research Associateship Program. The contractor must have a current eligibility with the U. S. Department of State to issue J-1 Visas under the Exchange Visitor Program in accordance with 22 CFR 62.5.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.

Interested offerors having the required specialized capabilities to meet the above requirement should submit a capability statement indicating the ability to perform all aspects of the effort described herein. Offerors must address past experience working with PhD and senior science and technology Associates in federal research settings; connection to university and research community necessary to attract high-level postdoctoral Associates, and Review Panels for the program; demonstrated understanding of NASA's research requirements necessary to facilitate professional meetings.

Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). _.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
