Description
 
NASA/DFRC plans to issue Call Order # NND04AD03 under Scaled Composites, LLC BPA No. E05479D for commercial "Wet Lease" of the Proteus Aircraft and other Proteus Related Aircraft Services.

Requirements are to support an Airborne Science mission to NASA’s Langley Research Center, VA during the summer of 2004. The payload for this mission will consist of the NAST-I and related instruments that have previously flown onboard the Proteus. The NASA Langley Research Center instrument pod or the NASA Double Q-Bay pod may be used for this mission. The payload will be integrated with the airplane at the contractor’s facility in Mojave, CA. A local flight will be conducted to verify correct operation of the instrument prior to deployment. The airplane will transit to LaRC and use it as a base of operations for a series of science flights. The airplane will then be returned to California and the payload removed.

NASA/DFRC intends to contract for these services directly from Scaled Composites, LLC, Mojave, CA under the terms and conditions of BPA No. E05479D. The authority for other than full and open competition is 10 USC 2304(c)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements. "Justification is based upon Scaled Composites, LLC's unique and proprietary capabilities to provide the required services involving both the Proteus Aircraft and the NASA Langley Research Center Instrument Pod and/or NASA DFRC Double Q-Bay Pod. The Proteus is a one-of-a-kind aircraft that was designed and manufactured by Scaled Composites, LLC. Additionally, the Proteus is the only existing aircraft that offers the payload, performance, and endurance capabilities necessary to meet the requirements of the High Altitude Airborne Science Program. Award to any other source would result in failure to meet the Agency's requirements.

The Government intends to acquire these commercial services using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 7, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
