Description
 
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is NOT set aside for small business.

This notice is being issued as a Request for Offer (RFO) for: Item 1) Scanning Probe Microscope and Controller, quantity 1, Item 2) Installation, Training and Checkout of item 1, Option Item 3) Field Emission Scanning Electron Microscope (FESEM), quantity 1, Option Item 4) Indirect Heating Sample Holder, quantity 1 and option Item 5) Installation and checkout of Items 3 and/or 4.

Specifications The Contractor shall furnish the items in accordance with the specifications that are in Attachment A.

Schedule The Contractor shall deliver to the NASA Glenn Research Center, FOB Destination, within 6 months of award Items 1 and 2. The option items shall be delivered within 6 months from option exercise. Performance of the installation, checkout and training shall be performed within 30 days of delivery of Item 1.

OPTION FOR ADDITIONAL ITEMS (GRC 52.217-91) (FEB 1987)

The Government has the right to unilaterally exercise the options as set forth in the Specifications (more specifically defined as Option Items 3 and 4). The Contracting Officer may exercise this option by giving written notice to the Contractor within 12 months of the award date. Option items may be exercised separately or together.

Solicitation Instructions The provisions and clauses in the RFQ are those in effect through FAC 01-23. The NAIC code is 334516 and the small business size standard for this procurement is 500 employees. All qualified responsible business sources may submit a quotation which shall be considered by the agency.

The DPAS rating for this procurement is DO-C9.

Offers for the items(s) described above are due by July 23, 2004, 4:30p.m. GRC local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, taxpayer identification number (TIN) and other Representations and Certifications (52.212-3), identification of any special commercial terms, description of items offered per 52.212-1 and as modified, and be signed by an authorized company representative. A copy of a published price list, catalog price or computer page printout showing the price for Items 1 thru 5 may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides a proposal). Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation (Ensure that the “track changes” feature is turned off when word processing this form). Faxed offers are not acceptable. If using an express mail service mark the solicitation number on the outer-most envelope.

Offerors shall provide the information required by FAR 52.212-1. Paragraph (b) amendment: Offers shall furnish sufficient information to demonstrate compatibility with the existing Government owned equipment shown in the specifications. Statements such as: is compatible; will be made compatible with, without documentation demonstrating how it will be made compatible will be deemed insufficient information

Note for those proposing advance payments: FAR limits advance payments for commercial items to not greater than 15% of the price.

If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin.

Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Award will be based upon overall best value to the Government among those offers that meet the specifications of Item 1 thru Item 5 above. Consideration will given to the factors of meeting specifications, total price, and past performance. Other critical requirements (i.e., delivery) if so stated in the solicitation and best value will also be considered. Unless otherwise stated in the solicitation, for selection purposes past performance, delivery schedule, meeting specifications, and total price, and are essentially equal in importance. Best Value will be an important consideration in selection. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirement (see specifications above) and any best value criteria the offeror wishes to address. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b) and its amendment above).

Best Value Criteria: The following will be BVC considerations:

The required guaranteed compatibility, support, geometries, and communication of all combined items and options that is verifiable by prior actual experience. Offerors shall provide a summary includes how many SPM’s, FESEM’s and Sample Holders they have furnished to other firms and successfully mating them to a SPEC’s Scientific Instrument’s MBE system in the last 3 years.

Questions regarding this acquisition must be submitted in writing no later than 2 days after the posting date of this notice.
