Description
 
NASA/DFRC plans to issue an Invitation for Bids (IFB) for the rehabilitation and modification of the heating, ventilation, and air-conditioning (HVAC) systems in the Data Analysis Facility, for the National Aeronautics and Space Administration at Dryden Flight Research Center (NASA/DFRC), Edwards, California 93523. Contractor shall provide all the labor, equipment, and materials.

This project will replace outdated HVAC systems with new, high-efficiency integrated systems. Work includes installation of a new Air Handling Unit (AHU); digital controls (Siemens proprietary); Computer Room Air Conditioning (CRAC) unit, and miscellaneous mechanical components. Work also includes conversion of a dual duct system to single duct Variable Air Volume (VAV) complete control system with hydronic or electric reheat; extensive hot water loop piping; several pumps and duct smoke detectors (Simplex proprietary). Demolition work includes the removal of two (2) abandoned roof-top cooling towers. There is also some incidental electrical lighting work in the form of re-circuiting interior lights.

Incidental structural and architectural work is included and detailed in the specifications. Hazardous materials abatement is limited, but includes asbestos containing material (ACM). The work will occur in an occupied building requiring construction phasing to maintain heating/cooling/ventilation comfort during construction. Work hours will be primarily at night and shall be conducted between 4:30 P.M. to 6:00 A.M., Monday through Thursday. Mechanical and electrical work in the equipment room and outside the occupied workspace that has no impact on the operation of the facility can be conducted during normal work hours 7:30 A.M. to 4:30 P.M.

The order of magnitude for the procurement is $500,000.00 to $1,000,000.00 and the effort shall be completed within 240 calendar days after notice to proceed.

This procurement is part of the Small Business Competitiveness Demonstration Program.

The NAICS Code and small business size standard for this procurement are 238220 and $12.0 Million, respectively.

The anticipated release date of the IFB is on or about July 27, 2004 with an anticipated offer closing date of on or about August 26, 2004.

The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from Contracting Officer at (661) 276-2457.

All responsible sources may submit a bid which shall be considered by the agency.

FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
