NASA/MSFC has a requirement to improve turbomachinery meanline design and analysis tools (see attached SOW).
NASA/MSFC intends to purchase the items from Riverbend Design Services pursuant to FAR 13.106. Competition is impractical for the following reasons:
1). Riverbend Design Services wrote the turbine meanline design and analysis codes MLFPgen and MLOD. These are the one-dimensional aerodynamic design and analysis codes MSFC currently uses and maintains. A switch in contractors would adversely impact the continuity of the effort and raise serious questions as to the compatibility between required enhancements and the currently availabe code.
2). Riverbend Design Services wrote the volute meanline analysis and geometry generation code Volute. This is the one-dimensional aerodynamic analysis codes MSFC currently uses and maintains. A switch in contractors would adversely impact the continuity of the effort and raise serious questions as to the compatibility between required enhancements and the currently available code.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 20, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
