NASA/GRC has a requirement for Super Sylramic Fiber/ 2-step CVI SiC Pre-forms & EPM MI Matrix SiC/ SiC CMC Panel Fabrication. These are three CVI-BN coated fiber pre-form, 6” width x4.5” length; one CVI-Pyrocarbon coated fiber pre-form, 6” width x4.5” length; two lots or four each 1st Step CVI -SiC densified panels, 6”width x4.5” length; two and half lots or five each 2nd Step CVI -SiC densified panels, 6”width x4.5” length; two lots or four each EPM MI densified panel, 6” width x4.5” length; and one
comprehensive processing data sheet for each fiber pre-form and panel.
NASA/GRC intends to purchase the items from GE Power Systems Composites (GE PSC). GE PSC will be using a proprietary methods and consolidation techniques developed by NASA and GE PSC. GE PSC is the only manufacturer able to meet the Government’s requirement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c), only one responsible source.
The Government does not intend to acquire commercial items using FAR Part 12. See note 26
This procurement is being conducted under Simplified Acquisition Procedures (SAP) set forth in FAR part 13.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
