Description
 
NASA/LaRC has a requirement for fabrication and testing of twelve 12" x 12" Unidirectional and Fabric-Based Composite Sandwich Panels, as follows:

(1). Laminated Composite Panels, from Unidirectional T650-35/RS-3, Six 12x12x0.046", Test Verified (lap/interlaminar shear, tension/compression).

(2). Laminated Composites Panels, from T650-35/RS-3 Fabric, Six 12x12x0.046", test verified (lap/interlaminar shear, tension/compression).

NASA is in the process of evaluating several candidate materials (commercially available) for possible application to aerocapture technology. It is critical to this evaluation process that the above panels be fabricated and tested. These panels are critical to demonstration and validation of materials for a flight demonstration article that will be part of NASA's New Millennium Program.

NASA/LaRC intends to purchase the fabricated items and related testing services from ATK Composites (Composite Optics, Inc.) located in Magna, Utah. The Authority For Other Than Full and Open Competition is FAR Subpart 13.5 - Test Program for Certain Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996.

ATK Composites is currently the only contractor who is capable and available for both fabricating these panels and ensuring that the as-fabricated articles are compatible with required thermal protection system (TPS) materials (PhenCarb and SRAM). The PhenCarb and SRAM materials (to which compatibility must be demonstrated) are available from only one source, and ATK Composite Optics is the only contractor with license to purchase the required TPS materials for the purpose of evaluating compatibility. ATK Composites has unique expertise and capability for this work, is a space-qualified firm, and has access to the related compatible TPS materials. For these reason, ATK Composites is considered the only responsible source that can meet agency requirements for this purchase. In addition, because these panels are required to meet preliminary requirements for an ongoing program that has test facilities and other fixed milestones in place, there is an unusual and compelling urgency for this recommended source.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 30, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
