Description
 
NASA/LaRC has a requirement for phased array probes, pencil ultrasonic probes and the development of an ultrasonic phased array probe. These items will be used to inspect the thruster injector of the Reaction Control Systems Rockets on the Shuttle Orbiter prior to first flight. These items will be used in conjunction with an existing NASA owned OmniScan instrument. The Phased Array probes include: 1 EA 5L64-1I Phased Array Probe; 1 Ea Fl128-12 Phased Array Probe, 5 MHz, 64 elements, immersion type, 2.5 m cable, Omniscan connector; 1 EA 10L128-12 Phased Array Probe, 5 MHz, 128 elements, immersion type, 2.5 cable, Omniscan connector; and, 1 EA, 10L128-13 Phased Array Probe, 10 MHZ, 128 elements. The Pencil Ultrasonic probes include: 2 EA V260-SM Delay line transducer, 15 MHz, 0.125" element, straight microdot connector; 2 EA V260-RM Delay line transducer, 15 MHz, 0.125" element, right angle microdot connector; 2 EA V260-45 Delay line transducer, 15 MHz, 0.125" element, 45 degree micordot connector; 20 EA DLP-3 Special focused delay for use with V260; and 2 EA SLH-V260-SM Spring-loaded holder for V260-SM. The contractor shall develop a phased array probe for inspecting the relief radius area of the thruster injector. The probe shall interface with and be operated by the government-owned R/D Tech OmniScan phased array instrument. Based on lessons learned by application of the initial probe to the thrusters, there may be identified improvements or changes needed to optimize the performance of the inspection. In this case, the government reserves the option to require the contractor to develop a second probe design, to incorporate these improvements and changes. Finally, when a satisfactory probe design has been achieved, either after Phase I or after Phase I plus Option 1, the government may opt to have the contractor fabricate one to three additional probes based on that design.

NASA/LaRC intends to purchase the items from R/D Tech Instruments as the only known source who can meet the governments requirements. These items will be used with existing NASA owned Omniscan equipment. FAR 13.106-1(b) applies. The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
