NASA/KSC has a requirement for Professional, Administrative, and Management Support Services which promotes international scientific and technical collasboration, primarily between the United States and Erasia, through grants, technical resources, and training for a period of seven (7) months.
NASA/KSC intends to purchase these services from the U.S. Civilian Research & Development Foundation, 1530 Wilson Boulevard, Suite 300, Arlington, VA 22209 under the authority (1) Citations: 10 U,S,C, 2304(c)(1) as the services required by the agency are available only from one responsiible source, and no other type of services will satisfy the agency requirements.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 27, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
