Sverdrup Technology, Inc. (Sverdrup) intends to issue a Request for Quotation (RFQ) for manufacturing engineering and process development support in accordance with the following requirements:

The objective of this effort is to provide manufacturing expertise to the Sverdrup/MSFC Engineering community through manufacturing engineering consultations and manufacturing process development support. Manufacturing engineering consultations may consist of an exchange of information via telephone, email, fax, engineering design drawing review, or other forms of communication. Manufacturing process development support will result from some of the manufacturing engineering consultations. It will primarily consist of manufacturing complex design, tight-tolerance research and development (R&D;) type hardware. The hardware that is manufactured will be for proof of manufacturability only and will not be used for ground tests or flight. The vendor will provide a systematic approach to the integrated concurrent design of products and their related processes, including manufacturing and support. Identify the needs from customer requirements and provide an understanding of solutions. Improve successful development of products. The vendor will provide manufacturing engineering expertise and collaboration supporting Sverdrup/NASA to effectively design, develop, and produce new products and processes in the manufacture of aerospace components. The vendor will provide a continuous forum for collaboration and sharing of ideas among the Sverdrup/NASA engineering workforce throughout all disciplines involved in product development associated with transition from concept and customer requirements to a best product design that is producible by efficient and optimized processes. The vendor will provide communication to better define the product and better document the design process. Address the execution of advanced manufacturing processes to accurately and effectively produce products according to the customer requirements. The vendor shall be ISO 9001 certified. The vendor shall be listed on the MSFC Audited Vendor List. The vendor must have experience collaborating with NASA on the design and manufacturability of mission critical flight hardware for the Space Shuttle Main Engine program including the low pressure oxidizer turbopump stator assembly, the high pressure fuel turbopump impeller, and main fuel pump housing for the high pressure advanced turbopump. The vendor must be capable of utilizing ProE and Unigraphics data files. The vendor must possess in-house programming and integration skills for the quickest possible work turnaround times.

Interested organizations may submit their capabilities and qualifications (i.e., company background, individual resumes, etc.) to perform the effort in writing to the identified point of contact not later than August 27, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Sverdrup not to compete this proposed effort on a full and open competition basis, or to not proceed with any award, based upon responses to this notice is solely within the discretion of Sverdrup.
