Description
 
NASA/LaRC has a requirement to produce a dataset and supporting analysis for use by LaRC to evaluate the feasibility of Modulated Fiber Laser Lidars for the remote sensing of Carbon Dioxide (CO2). The data provided under this effort will be used to support assessment in support of an anticipated proposal to the Earth Science System Pathfinder (ESSP) Announcement of Opportunity-4 (AO-4).

3.0 GENERAL REQUIREMENTS The contractor is conducting an airborne field campaign to demonstrate the performance of a Modulated Fiber Laser Lidar for Climate Studies. The objectives for the field campaign is to 1) demonstrate that the contractor’s Column Measurement System Architecture design will make high precision determinations of column CO2 in the Lower Troposphere, and 2) to demonstrate that the architecture, when scaled to space, will meet space measurement requirements.

The contractor will provide a sensor suite to include the CO2 Lidar, O2 (for pressure) Lidar, and the laser altimeter, along with CO2 in-situ sensors. Data would be obtained and retrievals made over regions of varying reflectivity and pressure and during daytime and nighttime. At a minimun, data collection will conducted over the Southern Great Plains (SGP) Central Facility operated by DOE. Data will be collected during the overflights for characterization and verification of the sensor(s) performance in retrieving the CO2 and O2 in the Lower Troposphere using SGP site data. Flight data would be used to update the performance model for estimates of scalability to space. The flights will take place in September when the availability of the CO2, O2 and laser Ranger sensors would all be ready and thus comprise the ESSP brassboard system.

The contractor shall provide the resources (personnel, facilities, material, and services) to perform and accomplish the tasks stated within this SOW and contract. 3.1 Airborne Demonstration Data 3.1.1 Task Description The contractor shall provide data supporting the assessment of the contractor’s Modulated Fiber Laser Lidar technology to make measurements of CO2 in the Lower Troposphere.

NASA/LaRC intends to purchase the items from ITT Industries. ITT Industries is the only known source and no other source will satisfy agency requirements because only ITT Industries can produce data from 1.5 um fiber-based CO2 lidar of value to support the ESSP proposal development efforts.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 3, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
