NASA/GSFC has a requirement for the purchase of a Xilinx Productivity Advantage Program, Part No. DS-XPA.
NASA/GSFC intends to purchase the items from Xilinx, Inc., as Xilinx is the only offeror of the TMR Software tool, which enables the use of Xilinx FPGA devices for spaceflight applications. The software is to be added to existing CAD software already owned by the Electrical Engineering Division at NASA/Goddard Space Flight Center, in Greenbelt, Maryland. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source.
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.
Interested organizations may submit their ability to supply the Liniux TMR Software Tool in writing to the identified point of contact not later than 4:30 p.m. local time on September 14, 2004. The ability to provide this Liniux TMR Software Tool will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
