NASA/LaRC has a requirement for FlexTest SE Controller Upgrades, as follows:

MTS Model 493.02 FlexTest SE 1-Channel Chassis, 4 each MTS Model 493.25 Universal Conditioner, 8 each Two Stage Valve Driver, 4 each Cable Set, 25ft / 7.5m, 4 each FlexTest SE System Software Key, 4 each FlexTest SE PC Automation Kit, 1 each Compaq Pentium IV / 2.66 GHz, 1 each FlexTest SE Automation (PC) System Software Key, 1 each MultiPurpose TestWare (FTSE/TSIIs), 1 each Shared PC-kit (incl. 5 Ethernet cables and 1 Ethernet hub), 1 each Advantage Wedge Grip, 3 each

NASA/LaRC intends to purchase the items from MTS Systems Corporation, Eden Praire, MN. These specific upgrades are needed to replace older malfunctioning controllers which are not economically feasible to repair. These controllers will be interfaced with existing test systems which support Return to flight, Boeing 7E7 and High Temperature Aero-Shell Programs. MTS System Corporation is the sole manufacturer of FlexTest SE Controller, with processor upgrade. This upgrade also offers a shared PC kit which allows four FlexTest SE controllers to share one PC. Thus, eliminating the purchase of individual PC’s for individual test systems. MTS Systems Corporation has some twenty plus years relationship with the fatigue and fracture test systems located in this facility. As previously stated, MTS is the sole manufacturer of the FlexTest SE Controller. The computer software, control circuitry and equipment of MTS Systems Corporation are uniquely tailored to perform the sophisticated operations existing in the Materials Research Lab. MTS instrumentation meet ISO Guide 25 requirements.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 8, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
