Description
 
NASA/GRC has a requirement for the performance of 9 Tasks using the Kinetic Metallization (KM)sonic accelerant gas velocity coating process; Four different substrates are to be sprayed; flat coupons, oxidation disks, LCF bars and QARE Rig plates. The coatings are to be applied onto GRCop-84 substrates, a recently developed copper alloy for rocket nozzles.

NASA/GRC intends to purchase the coated substrates from Inovati, 6745 Hollister Ave., Goleta, CA 93117 under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The adherence of coatings is critically dependent on the deposition technique and process. Inovati has developed the ability to deposit acceptable coatings on GRCop-84. In order to maintain consistency and compatibility in NASA's coating program, on GRCop-84 substrates, it is imperative that all coatings be identical in the coating process to those previously developed and supplied by Inovati.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 17, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
