NASA/GRC has a requirement for an Optical Motion Capture System. This system includes 480 Hz Optical Camera, Hub and computer, LED Base Station, LED controller, cable, LED strand kit, software, calibration object, calibration object linear and Red LED module.
NASA/GRC intends to purchase the items from PhaseSpace, Inc. under FAR part 6.302-1 to maintain compatibility of data and test results with current and past research. The Controls and Dynamics Technologies Branch has been developing a test-bed that uses Swarm Intelligence (SI) algorithms, an innovative computational and behavioral metaphor for solving problems arising in distributed system operations. Specifically, the test-bed is being developed to address the problem of inspecting and repairing complex space systems by many collaborating and mobile robots. As part of this test-bed, the Motion Tracking and Data Capture System will allow the ability to precisely locate the coordinates of all mobile robots in the test-bed.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort for future procurements in writing to the identified point of contact not later than 4:30 p.m. local time on Sept 28, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis in future procurements. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
