Description

 

NASA/GSFC intends to increase the maximum indefinite delivery, indefinite quantity (IDIQ) value of contract NAS55-99124 entitled "Multidisciplinary Engineering Development Services" for the Applied Engineering and Technology Directorate with QSS Group, Inc. on a sole source basis. This increase will allow for the issuance of modifications to existing task orders and new work task orders until January 21, 2005. Due to time constraints and the need to avoid unnecessary duplication of effort, QSS Group, Inc. is the only one responsible source qualified to perform this requirement, due to its current involvement in critical flight programs such as, POES, GOES, JWST, SWIFT, SDO, GPM, ST-5, ASTRO E2, GLAST, and HST. QSS Group, Inc. has the expertise and knowledge necessary to continue testing and development of these complex systems to meet critical schedules for the flight projects during this short time frame. The statutory authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12.
