NASA/LaRC has a requirement for the renewal of an existing NASA Langley Research Center (NASA LaRC) TechtracS Project for 4D Software license. The renewal will cover NASA LaRC's requirement for January 1, 2005 through December 31, 2005.
NASA/LaRC intends to purchase the items from 4D, Inc. as the only known source who can meet the Agency needs. 4D developed the TechtracS Project software which is used in support of the Commercialization Tracking system for use on the databases throughout NASA LaRC. This software has been used by NASA LaRC since 1992. It would take substantial duplication of time and money for another company to develop an acceptable software and these costs are not expected to be covered through competition.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 15, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
