On Oct. 6, NOAA
scientists announced that a number of climate conditions will influence
the winter weather across the United States from December through February. The NOAA 2004-2005 Winter
Temperature Outlook calls for cooler or near-normal
temperatures this winter in the Northeast, Midwest and parts of Southwest. The NOAA 2004-2005 Winter
Precipitation Outlook calls for drier-than-average conditions for the Midwest,
