Human Resource Servicing
DON provides service to employees and managers through a system
designed to make the most efficient use of our resources.
Office of the Deputy Assistant Secretary of the Navy (ODASN)
The ODASN develops Navy policy and provides overall human resources
program management.
Office of Civilian Human Resources (OCHR)
In the DON, civilian human resources policy development, program management, and operating-level service delivery are managed through the Office of Civilian Human Resources (OCHR). The OCHR is an Echelon 2 organization within the Secretariat claimancy (AA/USN).
Directors of Civilian Personnel Programs (DCPPs)
The Assistant for Administration, Office of the Under Secretary of
the Navy; the Commandant of the Marine Corps; the Chief of Naval
Research; and the Commanders of Echelon 2 commands each have a DCPP who
serves as the principal advisor and manager for human resource programs.
Command Deputy Equal Employment Opportunity Officers (CDEEOOs)
The CDEEOOs serve at Echelon 1 and 2 levels and are responsible for
developing specific policies, goals, and objectives; assessing
accomplishments; providing advice to the commanding officers; and
supporting the Deputy Equal Employment Opportunity Officers throughout
all levels of the command.
Human Resource Offices (HROs)
These organizations are employees' and managers' primary link with
the HR system. They provide advice and guidance on personnel issues and
work with the HRSCs to ensure that actions are processed efficiently and
properly. Employees and managers with personnel questions should contact
their servicing HRO.
