Human Resources Service Delivery Board of Directors (BOD)

CHARTER

BOD Standards for Products and Services

Purpose

Serve as advisors and consultants to the Assistant Secretary of the Navy (Manpower and Reserve Affairs) and the Deputy Assistant Secretary of the Navy (Civilian Human Resources) on Department-wide human resources (HR) issues.

I. Support global HR management initiatives and program direction.

  • Collaborate on the development and direction of new programs

  • Support and evaluate reengineering initiatives

II. Set goals and standards for maximum effectiveness of the total HR service delivery model.

  • Review results from assessment of program operations and recommend policy direction

  • Communicate customer expectations and set measures of success

III. Endorse and champion HR strategic planning.

IV. Advocate the critical importance of HR service delivery in the execution of the Department mission.

Membership

  • Chair: Assistant Secretary of the Navy (Manpower and Reserve Affairs)

  • Executive Director: Deputy Assistant Secretary of the Navy (Civilian Human Resources)

  • Board Members: Flag/general officers or Senior Executive Service line or staff managers from the Echelon 1 and 2 commands listed in enclosure 1

Schedule

The Board will meet 3 times a year.

Authorities

Execution of this charter shall be subject to the authority, direction and control of the Assistant Secretary of the Navy (M&RA;) and the Assistant Secretary may issue such instructions as may be necessary to accomplish the foregoing objectives.
