A. Michelle Snyder

Michelle Snyder was appointed associate administrator for Special Programs in the U.S. Department of Health and Human Services’ Health Resources and Services Administration (HRSA) on May 3, 2003.

HRSA works to fill in the health care gaps for people who live outside the economic and medical mainstream. The agency uses its $7.2 billion annual budget (FY 2004) to expand access to quality health care for all Americans through an array of grants to state and local governments, health care providers and health professions training programs.

As head of HRSA’s Special Programs Bureau, Snyder oversees $660 million in programs and services. Under the Hospital Preparedness program, the bureau administers $498 million in FY 2004 awards to states to strengthen the ability of hospitals and other health care facilities to respond to bioterror attacks, infectious disease outbreaks, and natural disasters that may cause mass casualties. The bureau also directs programs that oversee the procurement, allocation and transplantation of human organs, tissue and bone marrow; manages the Vaccine Injury Compensation Program; administers grants to states to improve health insurance coverage for the uninsured; and supports hospital construction and renovation programs.

From 1994-2003, Snyder was director of the Office of Financial Management and chief financial officer of the Centers for Medicare and Medicaid Services. As senior financial management executive, she was responsible for providing executive direction in budget formulation, program integrity and financial data analyses for the Medicare program.

From 1989-1994, Snyder was a manager in the Office of the Assistant Secretary for Management and Budget (HHS) in the areas of health benefits and income security. Her previous experience (1974-1989) includes assignments with the Office of Management and Budget and the Social Security Administration, as well as working as a management consultant in the private sector.
