Creating a Paperless T-45 Program Office

Creating a Paperless T-45 Program Office

Description:

Electronic Data Management for the T-45 program has reduced total ownership cost and significantly decreased cycle time while greatly streamlining the flow of technical data required for effective management. This process improvement has transformed inefficient business practices, reduced redundancy and increased support, communication and knowledge management. Beginning with the FY-99 production contract, all Contract Data Requirements List (CDRL) requirements are being developed and delivered to the Government electronically.

By combining existing "web based" technology with a full service, secure extranet that electronically links the T-45 team, the Contractor can post updated technical data to an internal server that automatically notifies applicable team member of the change. Real-time mission critical information is available to the entire enterprise any time, anywhere regardless of location. Subsequent disposition and/or revisions to the data are similarly processed electronically. This process improvement, by leveraging emerging improvements in digital technology, is expected to reduce overall cost approximately $6,000,000 over the life of the program by savings in material, duplicating, and handling. Interactive real-time access to data, schedules and reports while electronically linking related issues, has fostered a proactive Government/Industry team approach to problem solving. Problems with team collaboration and sharing, previously difficult to achieve due to geographical location and differing corporate culture and reporting methods, have been eliminated.

Boeing and government personnel review the data together, assigning tasks and agreeing upon courses-of-action as a team. Tools such as electronic indexing/searching and automatic report generation have empowered team members and added value to a process that previously did not exist. The automated status reports now available are the most current and can be accessed at any time freeing man-hours to be spent on more productive task. The elimination of redundant databases, lost reports, manuals, incorrect CDRL requirements have greatly reduced the potential for error. The improvement in data integrity reduces program risk by ensuring that the most "up-to-date" information is available for analysis. Electronically streamlining of the Data Management process has infused a discipline and structure while greatly improving team member confidence in program data.
