Description:

NAVICP, in partnership with the CD NSWC Norfolk Life Cycle Manager, engaged in the development of a modified commercial replacement for the existing MILSPEC based 25 Man Life Raft presently on US NAVY Vessels.

The team's market research resulted in the identification of viable competitive sources for a life raft that did away with antiquated rubber vulcanization requirements, and allowed industry to meet the requirement on a performance basis with the only modification being a requirement for an air based inflation system as opposed to the commercial CO2 based system. This requirement was driven by mission requirements that can include arctic ship deployments. CO2 inflation systems do not function correctly in such temperature extremes.

The Contract was solicited and awarded on a Best Value basis as follows:

  1. TECHNICAL
  2. Minimum Technical Requirements - The following were the minimum technical requirements of the offered unit. USCG Approval , Inflation System , Manual Inflation System , Automatic Inflation System , Recovered Material , Prohibited Material , Drop, Inflation Valve/Cylinder Connection , Life Raft Container, Painter System , Life raft Equipment, Including Bailer , Abandon Ship Signal, Food Packets, Drinking Water, Water Containers, Thermal Protection, First Aid Kit and Repair Outfit Marking, Container Marking, and Serial Number. Additionally, the life raft must meet the base values specified for Durability and, Inflation Pressure, Inflation Time, Weight.
  3. Performance was evaluated based on the extent the offeror exceeded the requirements of the solicitation in areas such as, but not limited to, those identified below:
  4. Durability: Consideration will be given to units that exceed the base values.
  5. Inflation Pressure: Consideration will be given to units that have an inflation pressure less than what is specified
  6. Inflation Time: Consideration will be given to units that inflate quicker than the time specified
  7. Weight: Consideration will be given to units that weigh less than the weight specified .
  8. Quality Assurance: Consideration will be given to offerors that propose a quality system that meets or exceeds
  9. Training: Consideration will be given to offerors that propose a training plan that meets or exceeds specified.

PRICE
The contractor's Price Proposal was analyzed to determine fairness and reasonableness of price and if it is materially balanced between line items or subline items. Also it was analyzed to determine if pricing was provided for both CLINS and the same price was provided for both CLINS.

MANAGEMENT

  1. Past Performance: Consideration was given to offerors that demonstrated, by their history of past performance, a high probability of success. Firms lacking past performance history received a neutral evaluation for past performance. When offers were ranked in this subfactor, offers with good past performance were ranked ahead of offers with neutral past performance and offers with neutral past performance were ranked ahead of offers with poor past performance.
  2. Small, Small Disadvantaged and Women Owned Small Business Subcontracting Plan: Consideration was given to offerors that maximized the utilization of businesses that are considered small, small disadvantaged or women owned small businesses. Additional consideration was given on the proposed subcontracting goals to Small, Small Disadvantaged, Women Owned Small Businesses and HUBZone Small Businesses. Target participation goals were established as follows (as a percentage of total contract award value):Small Business............... 35%
    Small Disadvantaged Business. 20%
    Women Owned Small Business... 10%
    HUBZone Small Businesses..... >0%
  3. Personnel: Consideration was given to offerors that possess personnel who exhibited the ability to successfully manage a contract for the life raft.
  4. Warranty: Consideration was given to offerors who proposed a warranty that addressed the warranty requirements of 52.212-4 and the addendum regarding the length of the warranty.
  • 5 year contract,1 basic and 4 options
  • elimination of the need to hold inventory,
  • access by commercial shipbuilders to the contract to assist in achieving lower ship outfitting cost by centralization of requirements and standardization of the design for the duration of the contract. (AS&N RD&A WAIVER)
  • significant lowering of the cost of the boat based on competition and performance specifications. The price per boat is 41% lower than the previous MILSPEC boat.
