Visitor Access to NIH (during Heightened Security)

Visitor's Pass

Due to heightened security measures, Patients and Visitors arriving at the main entrance to the Clinical Center will be asked for a valid photo ID (drivers license, state ID, passport, high school/college ID, etc.). Bags and luggage will be inspected. You will be issued a Visitor Pass that should be worn at all times in the Clinical Center and while on the campus. If you are unable to wait in line for this procedure, please inform the security staff who will notify a member of the Clinical Center's Hospitality Staff to come and assist you.

NIH Building and Campus Evacuation Guidance

The NIH has been working to develop and implement an evacuation and dismissal program for various emergency situations. In the event of an emergency that requires a dismissal from the NIH Bethesda campus, the Division of Public Safety will provide dismissal information to each Institute/Center (I/C) through a variety of communication methods including the ORS Information Line, global e-mail messages, website updates, telephone calls to appropriate management and emergency personnel and, when implemented, the WNIH AM emergency radio frequency. NIH personnel in facilities outside the NIH Bethesda campus should follow the guidance of their local emergency management officials. NIH Emergency Response Personnel:

The NIH has highly skilled and equipped Fire and Police Departments that are trained to respond to emergency situations. These emergency response personnel utilize the Incident Command System (ICS), a nationally recognized, standardized management system for responding to any emergency. You should follow the directions of the senior police or fire department official who will serve as the incident commander at any emergency site.

Building Evacuations:

Evacuation drills for most buildings are conducted twice a year, in the fall and spring. On the Bethesda campus, every building has an Occupant Emergency Coordinator (OEC) who is in charge of the evacuation team for that specific building. To identify your respective OEC, click on the link http://www.nih.gov/od/ors/dps/emb/index.htm. The OEC can provide you with a list of the evacuation team members for your building. Training for the team members and any interested building staff is available through the Division of Emergency Preparedness and Coordination, 301-496-1985.

For more information about the building evacuation program, view the “NIH Occupant Evacuation Plan,” detailed in the NIH Manual Chapter 1430, which defines the scope and method for immediate, positive, and orderly action to safeguard life and property during emergencies in all buildings occupied by NIH employees. Campus Evacuation:

In the event that several buildings or the entire campus must be evacuated, employees and visitors will be directed to leave the campus by the nearest exit. NIH law enforcement, security, and other first responder personnel will direct traffic and movement. The roads around the center of campus will be restricted to emergency response vehicles as much as possible. All roads into the NIH will be used to dismiss the campus with the exception of South Drive, which will allow two-way traffic to accommodate emergency response vehicles and allow access for employees with children at the Day Care Centers.

In the event the nearest exit is not available, employees should identify alternate routes that do not require crossing the center of campus and practice using them. Car pool and vanpool members should meet at their vehicle to expedite their dismissal and avoid driving through the campus. If there is a need to leave the campus by foot, you will be directed to assembly points or shelters by members of the NIH Police Department.

Regional Evacuation:

In an evacuation that involves the entire Washington region, the NIH follows the direction provided by the Office of Personnel Management (OPM), General Services Administration (GSA) and the Federal Emergency Management Agency (FEMA). These agencies have developed a Federal Emergency Decision and Notification Protocol and will coordinate and communicate the early release of federal employees with regional partners as necessary. If the event causing the evacuation takes place downtown, that area would be evacuated first, followed by the suburban areas. It is important to follow the evacuation instructions and avoid panic. Remember that in a mass evacuation of the Washington area, the primary goal is to move as many people as possible from potential sources of harm.

Normal (Heightened Security)Traffic Pattern

Visitors and patients coming to the Clinical Center will only be granted access to the campus through two entrances:

  • Rockville Pike and South Drive - enter and exit 24 hours daily
  • Old Georgetown Road and Center Drive - beginning Friday, April 26, 2002, this entrance will close weeknights, weekends, and holidays. A detour map is available at www.nih.gov/od/ors/graphics/georgetowndetour.gif.

  • Visitors may exit the campus using these additional exit points:

  • Rockville Pike and Center Drive - exit 6:00 a.m. until 7:00 p.m.
  • Old Georgetown Road and Lincoln Drive - exit 6:00 a.m. until 7:00 p.m.
  • Rockville Pike and Wilson Drive - exit only 3:00 p.m. until 7:00 p.m.
  • Please be prepared to show a photo I.D. and have your car searched by police officers.
    Visitors must park in designated visitor parking lots (see the Visitors Campus Access Map). Patients may park 24 hours a day, 7 days a week in the Clinical Center garage, P-3 level. Vehicles entering the P3 (Patient Parking) Garage or any other underground parking area will be searched a second time prior to entering the garage. Be sure to allow extra time for this vehicle inspection procedure.

    Public buses are no longer allowed to circulate on campus. Visitors arriving by bus will be dropped off at the NIH/Medical Center Metro stop at Rockville Pike and South Drive. Patients and visitors on official business can then ride the Campus Shuttle to the Clinical Center and other designated shuttle stops on the campus.

    Traffic Pattern Update: 11/12/03

    Effective Wednesday, November 12, Lincoln Drive at Old Georgetown Road will re-open for traffic on a modified schedule. Lincoln Drive was previously closed for construction of the perimeter security fence and gates. The new hours of operation for Lincoln Drive will be: Monday - Friday (Closed on Weekends): 6am to 10am - Inbound and Outbound traffic (two inbound, one outbound - right turn, north only) 10am to 7pm - Outbound traffic Only (two outbound)

    Employees attempting to enter campus via Old Georgetown Road should use Lincoln Drive or South Drive. South Drive continues to be reserved as an "Employee Only" entrance and exit. Center Drive at Old Georgetown Road will be limited to commercial vehicles, patients and visitors only.

    Traffic Pattern Update: 08/27/03

    On Wednesday, August 27, Phase II of the Perimeter Security construction will begin. New traffic patterns will occur as a result of construction of the new vehicle entrance gates located at South Drive & Rockville Pike near the Metro station, and Center Drive &Old Georgetown Road.

    During the construction, vehicle traffic on these roads will be limited to one inbound lane and one outbound lane. Due to the limited accessibility, these two entrances will be used as designated Commercial and Visitor Vehicle Entrances Only during specified times.

    Also, the parking area Lot T-17, near the Metro Kiss-and-Ride area, will be TEMPORARILY CLOSED from September 2 to September 16 due to the installation of the Perimeter Security Fence.

    You may have observed temporary wooden security booths being installed at vehicle entrance locations. The final permanent booths will be installed once construction on all gates is completed.

    Traffic Pattern Update: 08/11/03

    Effective Monday, August 11, 2003, the following traffic patterns will be implemented due to the ongoing construction activity for perimeter security.

    Wilson Drive:

    This roadway will be re-opening as an EMPLOYEE ONLY ENTRANCE. However, all vehicles will be permitted to exit onto Rockville Pike using this roadway.

    The hours of operation for Wilson Drive will be from 6:00 a.m. until 7:00 p.m., Monday through Friday.

    The NIH Police Branch will continuously monitor traffic through this area. Adjustments to the hours of operation will be made if necessary to ensure the orderly flow of traffic to and from the NIH campus using this roadway.

    Garden Drive:

    This roadway is currently being used as an entrance into the 31 perimeter lots, as well as an exit from the campus onto Cedar Lane. On August 11, this roadway will be closed at North Drive as an EXIT from the campus. However, employees can continue to use Garden Drive as an entry and exit from the 31 perimeter lots.

    North Drive:

    This currently serves as an EMPLOYEE entrance onto the NIH campus after proceeding through the vehicle inspection process. On August 11, North Drive will be permitted for entry and exit from the 31 perimeter lots only.

    31 Perimeter Parking Lots:

    All of the lots located outside of the concrete jersey barriers will remain open for NIH Permit Parking. Access to these lots will be from Garden Drive at Cedar Lane, or from North Drive at Rockville Pike.
