RRB Names Bartholow Senior Executive

The U.S. Railroad Retirement Board has named its General Counsel, Steven A. Bartholow, to the newly-established position of Senior Executive Officer (SEO). Mr. Bartholow will also continue to serve as the agency’s General Counsel.

An independent Federal agency headquartered in Chicago, the RRB administers the $8 billion-a-year benefit programs provided under the Federal Railroad Retirement and Unemployment Insurance Acts covering the nation’s railroad workforce and their families.

As SEO, Mr. Bartholow will have direct supervision over the Board’s Executive Committee, which is responsible for the day-to-day operations of the agency and for making recommendations on agency-related policy issues. He will report directly to the agency’s three-member Board.

As General Counsel, Mr. Bartholow is responsible for directing, coordinating, planning and administering the legal services provided by the agency’s Bureau of Law, Bureau of Hearings and Appeals, and Washington, D.C. Office of Legislative Affairs. An RRB attorney since 1973, he has received numerous awards throughout his career, including the Frank J. McGarr Award for Excellence in Government legal service presented by the Federal Bar Association.

Mr. Bartholow holds a Juris Doctor degree (1973) from the University of Wyoming and a Bachelor of Arts degree (1970) from the University of Iowa. He and his wife Catherine reside in Elmhurst, Illinois. They are the parents of two children.
