Civilian Human Resource Guidance
Civilian human resource (HR) management in the Department of the Navy (DON) is governed by United States law, government-wide regulations (primarily issued by the Office of Personnel Management (OPM)), and Department of Defense policy. DON issues HR policies through Secretary of the Navy Instructions (SECNAVINSTs) and guidance through Implementation Guides. The selections below provide links to these different types of civilian HR guidance. Please note that effective 13 Jan 03, the Assistant Secretary of the Navy established the process for the development and dissemination of the DON Civilian Human Resources Manual (CHRM). CHRM guidance can be downloaded from this link.
