Welcome to the Gov Online Learning Center! We are pleased to announce new and exciting services and tools to support the continuing development of Federal employees! These additions to GoLearn continue to advance the vision of the Governmentwide e-Training Initiative: to establish a premier e-Training environment - the Gov Online Learning Center - that provides one-stop access to high quality e-Training products and services to the Federal workforce. These additions represent the continuing fulfillment of the goals of e-Government Initiatives contained in the President's Management Agenda - to simplify and unify, to take advantage of economies of scale, and to reduce redundancies. These enhancements also reflect the opportunities presented by online 24/7 performance support tools ready to provide assistance to Federal employees while working and learning.

New Green Purchasing Course Added

The Gov Online Learning Center has added a critical e-Training course to its free catalog - What is "Green" Purchasing, Anyway? This fun and instructional course for contracting personnel, purchase card holders, facilities managers, and fleet managers provides an introduction to the Federal "green" purchasing program. The Federal government has requirements to purchase products with environmental and energy attributes. Also known as "green" purchasing, this program requires the purchasing of recycled content products, energy-efficient products and renewable energy technologies, alternative fuel vehicles and alternative fuels, biobased products, environmentally preferable products and services, and non-ozone depleting substances. The course is organized into modules explaining why we're buying "green," the legal basics, what we are required to do, the different types of "green" products, where to buy them, roles and responsibilities, and required reporting. It also provides examples, resources, and lots of reference web sites. Course duration ranges from 1 ½ hours for purchase card holders to approximately 2 ½ hours for contracting officers and contracting officer representatives. Completion of the course satisfies the Executive Order 13101 requirement that agencies provide training to contracting and program personnel. Free Courseware Library Updated

The Gov Online Learning Center is pleased to announce the addition of new e-training courses to our free catalog. Many existing courses will be updated too, for example, MS Word 2000 will be replaced with MS Word 2003.

The goal of the Gov Online Learning Center is to provide our users with access to a variety of e-learning courses to enhance their job performance and personal growth. As such, course selections include a representative offering of business, technical, and mandatory topics.

Telework 101 for Employees and Managers

The Gov Online Learning Center has added two new telework courses to its free catalog - Telework 101 for Employees: Making Telework Work for You and Telework 101 for Managers: Making Telework Work for You.

Telework 101 for Employees
Telework can give you more control over your schedule, more time for family and community, and freedom from the interruptions of a noisy office. But will it work for you? This course gives you a brief, practical introduction to telework. It offers tools for deciding whether telework is a good fit for you and for the specific job you hold. It teaches you strategies for teleworking efficiently, staying "plugged in" to the office, and managing your interactions with co-workers and customers. If you decide that telework sounds right for you, you'll find a roadmap for developing and marketing a successful telework proposal.

Telework 101 for Managers
Telework can help managers attract and retain the best qualified employees, provide them with uninterrupted blocks of time to work on key projects, and give their organization a way of functioning more effectively during crisis situations and other business interruptions. The course introduces managers to basic telework concepts. It walks managers through the process of developing a program, selecting employees for telework, and managing effectively in a telework environment. It helps them structure their telework program in a way that avoids common pitfalls and enhances the productivity of all employees, both teleworkers and those working back at the office.

Federal Voting Assistance Program

The Gov Online Learning Center is pleased to announce two new e-training courses to its free catalog - Federal Voting Assistance Program Training for Civilians and Federal Voting Assistance Program Training for Military. The Federal Voting Assistance Program (FVAP) online training is designed to provide the civilian or Uniformed Service Voting Assistance Officer (VAO) with basic information needed in the performance of their duties. The VAO is the person designated to work with the Federal Voting Assistance Program and to assist citizens covered under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) in exercising their right to vote.

The goal of this training is to provide an online reference resource for VAOs and a tool for Train-the-Trainer sessions. This training highlights the duties and responsibilities of the VAO, instructions for completing forms, and resources available to conduct a successful voting assistance program. This training will familiarize the VAO with two very important tools, the Federal Post Card Application (FPCA) and the Voting Assistance Guide. It is essential that the VAO take this training or attend an in-person FVAP workshop before assisting others in filling out the FPCA.

There are two versions of this training. One (Federal Voting Assistance Program Training - Military) focuses on the duties and responsibilities of VAOs in the Uniformed Services. The other version (Federal Voting Assistance Program Training - Civilian) is for VAOs at Embassies and Consulates as well as U.S. citizen organizations and corporations outside the United States.

Upon completing the training, the VAO should visit the FVAP website at www.fvap.gov and become familiar with the wealth of information and resources available to assist Uniformed and Overseas Citizens Absentee Voting Act users. I T Workforce Development Roadmap

The Competency Management Center is now the home to the I T (Information Technology) Workforce Development Roadmap! The I T Roadmap is a competency assessment and career development tool designed for individuals currently in or interested in the 2210 series - I T Management Specialist - and is the result of a joint development effort between the Gov Online Learning Center and the Federal CIO Council. More Roadmaps for additional disciplines, such as human resources, acquisition management, and financial management, will be launched throughout the next year.

The Competency Management Center has been established to provide employees with tools to help them assess their competencies and manage their career development and to help supervisors and managers with the strategic development of human capital. The tools in this Center represent an integrated approach to training and career development through the use of web-based career management tools. Using the tools in this Center allows you to review competencies identified for various career paths, assess your competencies against these career paths, and identify appropriate training and development opportunities. As a result, you will be able to generate a personalized career development plan mapping the competencies you want to build to specific courses and training resources available in the Gov Online Learning Center and across Government and industry (e.g., instructor lead). Additional resources will be added to the tools on an on-going basis to provide comprehensive options for development. The career paths in the Competency Management Center are based on job functions and occupational series as defined by the Office of Personnel Management.

e-Mentoring

Are you stuck? e-Mentoring is now available 24/7 to help you with the completion of the free e-Training courses on the Gov Online Learning Center! This interactive learning service supports you during your training by answering questions, clarifying key concepts, and providing you with guidance for applying your knowledge in the work environment. Once connected to the e-Mentoring environment, you can interact online with experienced, certified mentors operating within a virtual classroom on specific topics that correspond to the GoLearn topic areas. This learning service can be accessed through the GoLearn Virtual Classroom or from a specific e-Training course from the free catalog. Check it out the next time a little help is needed!

Merit System Principles and Prohibited Personnel Practices

The Gov Online Learning Center has added a critical e-training course to its free catalog - Merit System Principles and Prohibited Personnel Practices - which you'll find under the Legislatively Mandated and Agency Required category in the free catalog. This tutorial is designed to help managers and supervisors face their daily challenge to properly manage human capital. One of the fundamental keys to managing people is the application of merit system principles which reflect basic values by which the Federal Government manages people and which are implicit in the laws, rules, and regulations that frame the modern Civil Service. This Merit System Principles and Prohibited Personnel Practices e-Training course is intended to enhance merit system principles awareness and understanding among Federal employees throughout the Government.

Since merit is the underlying basis for human capital management and all personnel actions, we encourage all supervisors and managers to register and complete this tutorial. It is critically important that Federal managers and supervisors develop knowledge about each of the principles and understand how to apply them.

Enhanced Reports

GoLearn agency clients can now receive enhanced reports about their agency activity on the Gov Online Learning Center. Agencies that use GoLearn e-Training courses to meet legislatively mandated or agency required training needs (such as Prevention of Sexual Harassment or IT Computer Security) can receive documented status reports. Agencies can also receive usage reports about the number of agency users, course completions, and training course usage, including data touch points such as training purpose and type.
