Deputy
Director, Dr. Sharon Hrynkow, welcomed the IC representatives
and introduced the guest speakers, Dr. Melody Lin and Ms.
Linda Vogel from the Office of Human Research Protection.
She also welcomed Dr. Marguerite Pappaoianou,
Associate Director for Science, Office of Global Health, CDC and Dr.
John Borazzo, Environmental Health Advisor, USAID. Dr.
Melody Lin,
Deputy Director for the Office of Human Research Protections (OHRP),
started her presentation with a brief of the history of the creation
of the Office and then launched a slide presentation that outlined
the responsibilities of the office.
She highlighted the findings and recommendations from of the
HHS Inspector General report on the globalization of clinical
trials. She concluded with an overview of the OHRP Office of
International Activities, a new unit of which she is the director,
and described some of the Office’s action plans.
Dr.
Hrynkow made
several announcements, the first one relating to the establishment
of a Subcommittee on International Nutrition under the NIH Nutrition
Coordinating Committee (NCC). She
mentioned that in response to a letter from The next announcement was an advance notice of an effort to be detailed in an email to all IC reps, concerning the current process of obtaining State Department concurrence for NIH grants to foreign institutions. ICs will be asked to report any previous disapproval of an award due to foreign policy concerns and to provide an estimate of the FTE effort devoted to the clearance process. Based on this information and other data, the FIC will work with the State Department to try to improve the effectiveness of the reporting system. Dr.
Hrynkow also
raised the issue of posting the highlights of NIH international
activities on the FIC web page.
It was suggested, as an alternative to the FIC site, that an
NIH Information Kiosk, where each IC is responsible for posting its
activities, would provide a central point for NIH-wide information,
and could serve as source of data for the Annual Report on NIH
International Activities. In
light of the broad range of information collected, it was suggested
that posting this on an Intranet site for internal access only,
would be more appropriate. It
was agreed that for the time being the highlights of NIH
international activities will continue to be distributed via email
within the NIH community and other groups as appropriate.
A decision on development of an International Kiosk will be
made at a later date. Dr.
Lois Cohen announced
that NIDCR and FIC will co-host the next Barmes Lecture to be held
on October 28, 2002. She
encouraged the ICs to propose high-visibility lecturers who can
address global health issues to raise awareness within the NIH
community, and invited them to co-sponsor the event. Concluding
the meeting, Dr. Hrynkow wished Mr. Handley well in
his new position as the DHHS health attaché for Southern Africa.
Mr. Handley noted that he will contact the IC reps in the
coming weeks to get up to speed on programs and issues of relevance
in the region. The
next IC International Representatives meeting is scheduled for Tuesday,
March 12 at 1:00 PM in Building 31, Conference Room 10.
