Description:

In association with the Federal Management Supply Office (FMSO) at Navy Inventory Control Point (NAVICP), the T-45 Program Office has brought all Military Standard Requisitioning and Issue Procedures (MILSTRIP) activities into the program office, rather than through a supply officer "clearing house". For approximately 10 months working closely with FMSO, the T-45 production team identified the steps necessary to become a self sufficient supply office for its aircraft. With the cooperation of the Defense Logistics Support Command, a Defense Logistics Agency (DLA) representative issued the T-45 program office a new routing identifier code for use within NAVAIR for ordering and billing purposes. AIR-7.4 completed proper security identification and authorization procedures, issuing T-45 a Department of Defense digital certificate for authenticity and a Navy Acquisition for Procurement Public Key Infrastructure (PKI) certificate which allows the holder of such certificate procurement privileges.

The T-45 production team now orders all MILSTRIP production install Government Furnished Equipment (GFE) items through the Navy Supply (NAVSUP) web-based "OneTouch" webpage. The T-45 is the only NAVAIR program office that orders their own equipment directly from the inventory control point in this manner. The program office also checks available stock, requisition status, and verification of shipment of GFE through the OneTouch Webpage. This reduces paperwork, faxing, and long distance phone charges. Order process cycle-time has reduced by 50%, beginning with ordering an item and ending with the delivery of that item at the Contractor's plant. Internalizing the MILSTRIP process has greatly improved business efficiency, by having a single point of contact responsible for identifying the need, budgeting for fulfilling that need, carrying out the order, tracking its packing and shipping, realizing the final shipment to Contractor, and managing the correct financial recording of all.

Accountability between the Government and Contractor has greatly improved because the T-45 Program Office is 100% responsible for the entire process, owning "beginning to end" process control. Better relations bring better results. Bringing control of entire MILSTRIP process in house has also reduced opportunity for error. In the event of error, identification at the source increases the speed and efficiency with which errors can be corrected. The direct cost savings associated with this initiative equated to a reduction of 1.4 man-years of Contractor Support Services, a savings of $ 109,697.60. Indirect savings resulting from using the NAVSUP OneTouch Web page are associated with reduced cycle time from identifying procurement need to delivery at Contractor's plant. This is especially valuable for replacement of damaged or scrapped stock, where getting the equipment to the assembly line in the most timely manner is essential.

Because of the T-45's success with the NAVSUP OneTouch Webpage, the T-45 Production team has been solicited for suggestions by FMSO. These suggestions were accepted and have been implemented in the latest OneTouch Webpage, released April 2000. Further design change suggestions from T-45, resulting in increased system capabilities and process streamlining have been accepted by FMSO and will be implemented in the next version; expected in the July 2000 release.
