  Will people have to pay the enrollment fee when they file their applications?
  Answer
  Individuals applying for Transitional Assistance cannot be required to pay the enrollment fee upon filing an application; those individuals applying for the drug discount card only may be required to pay the enrollment fee with their application, or the sponsor will bill them after they are enrolled. You should ask the individual sponsor about how and when you will have to pay the enrollment fee.
