  If a beneficiary is denied the $600 credit, can the beneficiary tell the sponsor to go ahead and enroll him/her into the discount card without submitting an additional form?

  If a beneficiary is denied the $600 credit, can the beneficiary tell the sponsor to go ahead and enroll him/her into the discount card and he/she will pay the fee without submitting an additional form?
  Answer
  If the beneficiary is denied the $600 credit, he/she will receive a denial letter that explains the reasons for the denial and provides instructions as to how he/she can enroll in the drug card only.
