  If someone is receiving TA and is then determined to be eligible for full Medicaid benefits it is my understanding that Medicaid will go back and retroactively pay the 5 or 10% co-pays and individuals will receive a refund.
  Question
  If someone is receiving TA and is then determined to be eligible for full Medicaid benefits it is my understanding that Medicaid will go back and retroactively pay the 5 or 10% co-pays, and individuals will receive a refund. If I am correct: (1)Who is responsible for administering the refund? (2) In what form will the refund come? (3)For States who enroll people into Medicaid will they be required to look back and see if they have TA, see if they used it all and then determine what they paid in co-pays? (4) Does the state instruct the pharmacy to issue the refund? (5)How does this process work? (6) What is the timeline for issuing refunds?
