All States will have the discretion to coordinate their current programs to work with the discount card. Under the Medicare Modernization Act, states will be able to coordinate with any Medicare-endorsed discount drug card offered. The State may opt to: Educated low-income beneficiaries about the $600 in transitional assistance provided by the Medicare endorsed drug card. In fact: Medicare beneficiaries can be enrolled in both the Medicare discount card program and a State Pharmacy Assistance Program (SPAP), and can be encouraged to utilize the Medicar endorsed card with the subsidy first; Pay low-income beneficiaries 5% and 10% coinsurance; and cover the enrollment fee for beneficiaries with incomes above 135% Federal Poverty Level (FPL). The enrollment fee for individuals below 135% FPL is paid by the Federal Government.) Depending on the States existing statutory authorities, some of these types of coordination may require a change in law.
