  Could you tell what kind of guidelines or instructions CMS has given approved discount drug card plans for the framework of their marketing approaches? Can they go door to door? Is CMS going to have any oversight of that?
  Answer
  CMS has provided guidance on the development and review of marketing materials. We have also included specific information that should be included in marketing materials in an effort to assist the beneficiary to make an informed decision before enrolling in a program. Marketing approaches such as sales presentations, development of flyers and response cards are permitted. However, sponsors are not permitted to conduct door-to-door solicitation or telemarketing activities. CMS is currently in the process of updating the guidelines and will provide further detail on telemarketing. The marketing approach is very similar to the guidelines that we have set for our Medicare + Choice, now Medicare Advantage, plans. CMS will monitor this approach through complaints/feedback received through Medicare Beneficiaries. The specific information and outreach guidelines are posted on the cms.hhs.gov website. There will be multiple cards offered in many areas, and people have to evaluate what card is best for them. That's why we're offering the use of the website to help beneficiaries narrow down the choices based on their personal criteria.
