SPE Certification Program Skill Performance Evaluation Certificate Program for Drivers with Missing or Impaired Arms, Hands, Fingers, Legs or Feet Drivers with impaired limbs (i.e. a hand or finger, an arm, foot or leg), which affect their ability to safely operate CMVs according to their medical examiners, or with missing limbs are required to obtain skill performance evaluation (SPE) certificates. SPE certificate application packets can be obtained by contacting the Service Center which is responsible for the territory in which the driver is a legal resident. Drivers, who are issued SPE certficates, must renew their SPE certificates at least once every two years. SPE certificate renewal application packets can also be obtained by contacting the Service Center which is responsible for the territory in which the driver is a legal resident.
