Equality is one of the most fundamental principles of our nation's heritage. The Office of Equal Opportunity and Civil Rights (OEOCR) provides agency-wide leadership and advice on issues of diversity, civil rights, and equal employment opportunity. OEOCR is responsible for maintaining a workplace free from discrimination and harassment based on race, color, sex, religion, national origin, disability (mental and/or physical), age, and reprisal for all CMS employees and applicants.

The office in collaboration with the Department's Office of Civil Rights also works to ensure equal opportunity and accessibility for users of programs and services operated or funded by CMS.

Specifically, OEOCR is responsible for the following programs and activities:

  • Managing CMS's EEO discrimination complaint program,

  • Managing CMS's Alternative Dispute Resolution Program for EEO complaints,

  • Providing training and guidance to managers and employees on EEO laws and policies; Title VII of the Civil Rights Act of 1964, the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, the Age Discrimination in Employment Act of 1967, Title VI of the Civil Rights Act of 1964, and Prevention of Sexual Harassment.

  • Developing, implementing, and managing CMS's affirmative employment programs and plans,

  • Implementing CMS's special emphasis programs and activities; Federal Women's Program, Hispanic Employment Program, Program for Employee's with Disabilities.

  • Partnering with the Human Resources Management Group in recruitment and outreach to strengthen diversity at CMS, and

  • Managing CMS's Civil Rights Program.

  • Managing CMS's Reasonable Accommodation Process.
