Captain Ratti is a 1978 graduate of the U.S. Coast Guard Academy where he earned a Bachelor of Science degree, majoring in Economics and Management.  His initial tour of duty was as a Deck Watch Officer in USCGC CAMPBELL (WHEC 32) at Port Angeles, WA. 

Captain Ratti served as Commanding Officer, USCGC POINT HOPE (WPB 82302) at Sabine, TX from 1980 to 1982.  He next served as a Company Officer at the Coast Guard Academy.  While at the Academy, he sailed in USCGC EAGLE (WIX 327) during Cadet Summer Training programs.  In 1986, Captain Ratti took over the Pre-Commissioning detail of USCGC SAPELO (WPB 1314), being built in Lockport, LA.  He became a Plankowner and served as Commanding Officer of SAPELO at Eureka, CA. 

Captain Ratti served as Chief of the Maritime Law Enforcement School at the Coast Guard Training Center at Yorktown, VA.  He then served as Executive Officer, USCGC MIDGETT (WHEC 726) at Seattle, WA.  He served as Commanding Officer of USCGC THETIS (WMEC 910) from 1996 to 1998.  He then served on the staff of

the U.S. Interdiction Coordinator, Office of National Drug Control Policy, as the Coast Guard Representative and as Deputy to the Executive Director. 

Completing a sea-going career of almost 13 years of sea duty, Captain Ratti served as Commanding Officer, USCGC JARVIS (WHEC 725) at Honolulu, Hawaii.  Completing numerous deployments from the Bering Sea to the South Pacific, JARVIS supported important national goals in numerous diverse missions. 

Captain Ratti received a Master of Science in Human Resources Management from Rensselaer Polytechnic University, and a Master of Science in Instructional Technology from Florida State University. 

His military decorations include the Meritorious Service Medal (three awards), the Coast Guard Commendation Medal (four awards), the Coast Guard Achievement Medal, the Humanitarian Service Medal (three awards), and several unit and team awards. 

A native of Rockville, Maryland, Captain Ratti is the son of Rear Admiral Ricardo A. Ratti, USCG (retired) and the late Ruth Anne Ratti.  RADM Ratti and his wife Jean reside in Rockville, Maryland.  Captain Ratti is married to the former Pamela George of Ridgefield, Connecticut.  They have two children.
